PROJECT HUSKY
The Case for Holding Legally Accountable the Neo-Nazi, Terrorist, Racketeering Gang “Nationalist Social Club - Anti-Communist Action,” more commonly known as “NSC-131,” for Conspiracies to Commit Violent Hate Crimes Against the People of Boston, Jamaica Plain, and Cambridge, Massachusetts; Providence, Rhode Island; Manchester, New Hampshire; and Portland, Maine.
Task Force Butler Institute, a volunteer organization of United States military veterans who use open-source intelligence (OSINT) investigation tools to monitor and counteract extremist activity, has released the initial draft of Project Husky. Project Husky is a 300+ page document provided to journalists, local and federal district attorneys, states’ attorneys general, and other legal accountability practitioners. Written using the successful Sines v. Kessler lawsuit and the ongoing District of Columbia v. Proud Boys and Oathkeepers lawsuit as templates, and is intended to form the basis for civil and criminal legal action against the violent terrorist gang known as NSC-131.
Project Husky focuses on nine main incidents over the past three years:
In May 2021, NSC-131 communicated a racially-biased and politically-motivated threat against an elected official in New Hampshire, using genocidal rhetoric.
On February 21, 2022, NSC-131 members engaged in politically-motivated violence, assaulting, harassing, and intimidating patrons of the Red Ink Community Library in Providence, Rhode Island.
On February 20, 2023, NSC-131 members engaged in politically-motivated, and anti-LGBTQ+ bias-motivated property destruction, and threatened Red Ink Community Library in Providence, Rhode Island.
On March 20, 2022, NSC-131 members engaged in politically-motivated violence, assaulting filmmakers in Boston, Massachusetts.
On May 1, 2022, NSC-131 members engaged in politically-motivated violence and property destruction, stalking and violently assaulting a New Hampshire resident in Manchester, New Hampshire.
On July 23, 2022, NSC-131 members engaged in politically-motivated violence, assaulting residents in Jamaica Plain, Massachusetts.
On November 13, 2022, NSC-131 members engaged in politically-motivated violence, assaulting patrons of the Democracy Center in Cambridge, Massachusetts.
On December 10, 2022, NSC-131 members engaged in politically-motivated violence, assaulting Massachusetts residents in Fall River, Massachusetts.
On April 1, 2023, NSC-131 members engaged in politically-motivated violence, assaulting Maine residents in Portland, Maine.
Based on their well documented activity since the organization was founded in 2019, NSC-131 remains a violent terrorist gang that primarily functions to plan, train, and obtain weapons for the explicit purpose of engaging in acts of violence and harassment against religious, racial, and ethnic minorities, the LGBTQIA+ community, and others deemed “enemies'' by NSC-131’s leader Christopher Hood of Newburyport, MA. Through Hood and other NSC-131 members, NSC-131 functions as part of a broader, global white supremacist terror network that includes organizations such as Patriot Front, White Lives Matter, Feuerkrieg Division (FKD), Active Clubs, and Rise Above Movement (RAM).
The format and presentation of the evidence contained in Project Husky is based on the successful Sines v Kessler civil lawsuit which held those responsible for the deadly 2017 Unite the Right Neo-Nazi Rally in Charlottesville, Virginia accountable and effectively dismantled multiple white supremacist groups.
This document was made possible thanks to untold hours of work by anti-fascist, anti-racist researchers and activists who work tirelessly to protect frequently-marginalized communities throughout the United States. We are grateful for the information and research that has been shared openly by such actors. Many of the individuals and organizations whose work informed this project are anonymous due to the danger inherent to counteracting violent extremist groups. Task Force Butler Institute is grateful for the opportunity to compile these anti-fascists’ and anti-racists’ work into a single document to empower community stakeholders to hold the Patriot Front gang accountable for their criminal activity.
